Bizarre Street Sign Stencil (Finally) Explained

I've been seeing this stupid stencil around the 'hood for the last year or so and never quite knew what it was all about.  Directions to your friendly neighborhood acid supplier? Guerrilla street marketing for a Ford pick-up with a respectable turning radius?  Anything at all?

Well, We Built This City finally put the pieces together for all us curious folk:

…which is located right in front of the SF Building Department, providing another example of their efficiency and genius! Perhaps you can address them in your campaign for supervisor.

I live a few blocks from that intersection (I’m on 14th & Mission) so I got it right away. And thought it was sorta brilliant. And still do. Good work, stenciler.
