And Evidently Graffiti

Not sure where I stand on this one.  On one hand, I’ve spent plenty of time just hanging out on the sidewalk and/or stoopin’ it NEAR the sidewalk.  On the other hand, this ordinance was proposed because of the disaster that is Haight St., a street I admittedly don’t walk down anymore because of the giant fucking mess of ex-suburban drifter kids that beg for change to pay off their private college loans.  Oh wait, you don’t care about my opinion?  Oops.

No Insurance? No Problem!

This is probably the mother of all groupons: $49 bucks for X-Rays, Consultation, and Teeth Cleaning! If you have insurance, fuck you stop reading and never come back. If you don’t, this is a damn good deal. Get your teef cleaned, I’m tired of the denizens of this fine city looking like extras in Oh Brother, Where Art Thou?. Seriously, what is this place and lack of pride in personal hygiene and appearance? Ladies, get thee to a salon and men, please acquaint yourself with a razor because shit is getting unruly. Time to take back the streets, San Francisco. And by the streets, I mean your crotchular region.

Dolores Park Renovations: "Did anyone read this guy's post?"

Wes thinks no one read this guy’s comment, and he’s probably right.  Honestly, it’s the only useful thing ever published on this blog, so check it out:

 And, number two, taggers, the homeless, “Quality of Life,” and public safety in general.

This, for me, was easily the most interesting conversation to observe and take part in. Two police officers spoke about this issue, one somewhat more than the other. The language they used was very, very disturbing. Specifically, the word “disappear” was used over and over. For instance, the first officer to speak repeatedly expressed his desire that “taggers” and other presumed scum would “disappear” after being arrested and processed. He also asked people who see tagging in action to not approach the taggers because you could get assaulted. So now we have created an image of violent taggers, probably black or brown, who need to be arrested, processed and disappeared. This sentiment was echoed throughout the evening by the almost totally white crowd. By the way, I’m white.

For instance, a woman representing a DP community group, Dolores Park Works, also spoke about the issue. She started off by saying that her group deals with issues that “we can all agree on.” She went on to mention tagging. To state it simply, I do not agree with you. Also, two candidates for Superviser introduced themselves near the end of the meeting. Each focused on public safety, “Quality of Life” issues or crime, whatever you want to call it.

First of all, why do police officers come to community meetings with weapons? There is no reason to have a gun at a community meeting. This militarized approach to discussions and community safety is very troublesome to me, moreso when rampant insensitivity and ignorance are displayed by the people in possession of those weapons.

Second of all, people and problems do not just “disappear.” The police and others spoke as if an arrest of someone tagging was and is the ONLY appropriate and possible response. They basically said, “Just call us, we’ll arrest them, and its done.” The first candidate used the phrase “Quality of Life” at least once. The second candidate for Superviser, an assistant district attorney (ADA), continued by mentioning that she had personally been involved in the cleanup and presumed disappearance of all the bad people from 16th and Mission. I guess the point was, she’d do the same with all the bad people in DP.

This is thinly coded talk about targeting “poor” folks and especially “poor” folks whose skin is darker than mine. California’s jails and prisons are bursting. We are in the middle of a terrible budget crisis. Bevan, the officers and others repeatedly expressed dismay at having to spend $50K a year on graffiti removal. But how much is spent on processing people through the court system? Given the tens of thousands of dollars that it costs each year to incarcerate only one person, I can’t help but think that arresting taggers costs taxpayers waaaaaay more than $50K. Is this the best way to spend our money? What is the cost to families and kids who are separated when someone is incarcerated? What about re-entry into the community?

As the first officer clearly stated when I asked him about arresting homeless people in DP, they are jailed and released and we just do the whole thing all over again. This is not a solution or even an attempt at a solution. This is a harsh and short-sighted response to deeper issues that our community faces, many of which revolve around issues of income and skin color.

Using the word “disappear” in a law enforcement context in a community with a large Mexican and Central American population is ignorant and insensitive. Both Mexico and the nations of Central America have been and are plagued by disappearances, which are used by law enforcement to murder and get rid of people who are seen, for whatever reason, as nuisances. That the room was almost totally white comes as no surprise. What was the PR firm hired for? Could the same discussion about disappearances and Quality of Life issues take place in a room with more people who are not white?

Also, as a defense attorney, I can assure everyone that the picture described by the officers and the ADA is rarely as tidy as they would like it to be. The problem does not end when someone gets arrested. For any number of reasons, cases linger, are delayed, get dismissed and generally just go in a direction that is not nearly as straightforward as the picture presented.

So why not have a place in DP where people can write/tag/create murals?

Thoughts on the Dolores Park Renovation Meeting: Zzzzzzzzzzz

Totally disappointed in the ‘community meeting’ last night.  I sat there the entire time expecting some bro in a beanie to leap over the crowd, smack Bevan Dufty in the face with a longboard and proceed to take a massive hit from a pipe because he needed to ‘mellow out.’  But no, it was just 40 or so NIMBY and political geezers talking a lot but accomplishing nothing.  “Dunno bout this, dunno about that, but the community is involved.”  Sweet gramps, how can I get involved?  “We dunno yet, email us or something.”  Literally.  That was the conversation.  This is your government at work.

Naturally, the meeting wasn’t just about the renovation.  No, we had to hear about every little complaint about the park in general.

“Oh hipsters,” cackled some white-haired lady when talking about how there are 40ozs and blunts in her designated off-leash area.

“There’s too much noise,” said some guy who insisted on telling us, repeatedly, that he has lived next door to the park for 32 years.

“GRAFFITI!!!” barked everyone over the age of fun.

The police implored the neighbors to watch over the park and call the police if anything suspicious occurs or people stay in the park beyond some arbitrarily defined park closure hour.

My Mission District

The other day, I had the pleasure of watching some chick get stabbed in the face on my street.  Crack, whores, shootings, muggings and other various, you know, real crimes are not a rare occurrence on my side of Mission Street.  Yet, these legacy residents are so wrapped up in their goal of forming a permanent storm cloud over the park that they believe bothering the police about someone spray painting a bathroom or drinking a beer at 10:05pm is a top police priority.  The worst part?  No one was there to tell them they are wrong.

Dolores Park Renovation Community Meeting TONIGHT

Don’t forget that tonight is the meeting where the big bad government will tell you that they will “do their best not to close the park the entire time” but you know they’re lying because this city is run by a bunch of rejects.  So go to 455 Dolores St. at 6pm TONIGHT and yell at people / listen to people / sip 24s in the back while political-style people-watching and leave your trash behind for Gideon Kramer to pick up / vandalize the bathroom of the church.

Muni Riders and Operators Don't Come to Blows at Protest

A crowd of people carrying signs that said things on them gathered at City Hall this evening to shout things at each other and at the building itself. When I arrived, there were two guys with bullhorns, one a Muni driver and the other, some young guy (March Against Muni’s Jared Roussel) who was shouting stuff like, “Can’t I get a smile from a driver when I come on the bus?” at which point he would be laughed at and shouted down by the crowd. The gentlemen directly below (Eric Williams) provided my favorite comment of the night, “Where my Hindus at?” as he talked about how he felt that there was a concerted effort to blame the unions, which he sees as a tactic in a battle against minorities. “I’m black. We’re all black, Latino, Asian, Hindus…. Where my Hindus at?”

The self-appointed rider spokesman (dude in the checkered shirt below) and his comments about wanting a smile when he gets on the bus, and that drivers need to be more friendly/less rude, are arguments that have always struck me as odd. Maybe I don’t ride the bus as much as all of you, but I can’t even think of a time when a driver has been out of line. They have to deal with such tremendous bullshit: drunks, violence, fare evaders, etc., and I always see commenters talking about how drivers are rude and how they need to handle the drunks/violence on the bus. I don’t really see what they can do without putting themselves in danger, which they are not being paid to do. But yeah, whatever

DOLORES PARK CLOSURE: City Spends Your Money On PR Firm Tasked With Shutting You Up

Following last week’s announcement that the Recreation and Parks Department is looking to layoff 71 employees, Uptown Almanac has learned that the department has hired a public relations firm to coordinate community meetings, synthesize public input, and “reach a general consensus” with “vocal community members” surrounding the Dolores Park renovations and other park improvements to be completed as part of the 2008 Clean and Safe Neighborhood Parks Bond.  The firm, Davis & Associates Communications, signed their contract “more than a month ago,” according to a representative of the agency who identified herself only as “Tina.”

“We are the communications and outreach consultants for the 2008 Clean and Safe Neighborhood Park Bond.”

The move is unprecedented in the parks department: the city did not hire an outside firm following the 2000 Parks Bond and subsequently faced backlash following a mismanagement of funds and the inability to accomplish goals laid out by the bond, including a $13m renovation of Dolores Park. The move indicates that department expects continued backlash and additional failed promises.

According to Elton Pon of Rec. & Park, the department has historically “relied on no one to do PR work to the public and the press.”

“This is particularly note-worthy because it is a huge bond and encompasses a variety of projects.  It’s just huge.  In the initial bond in 2000, we didn’t have any outreach support and I think going into this one… that was made a priority.”

However, the proposed bond voters approved in 2008 did not allocate any money for an outside public relations firm, suggesting they have already misappropriated funds before breaking any ground.  According to the San Francisco Chronicle and Rec and Park’s 2008 Clean and Safe Neighborhood Parks Bond Report (Warning: PDF), voters did not approve any money to be spent on a PR consultancy:

The proposed $185 million parks and recreation bond:

  • $117.4 million for repairs and renovations of neighborhood parks
  • $33.5 million for renovation and development of waterfront parks
  • $11.4 million for park bathrooms
  • $8.5 million for artificial turf fields
  • $5 million for community opportunity grants
  • $4 million for park trees
  • $5 million for park trails
  • $200,000 for audits by a bond oversight committee

“Change The Story”

Pon confirmed that Nicolas King’s confirmation of the park closure was “correct at that time.”

“The problem stems from that this is really early on in the process so a lot of the details are still being worked out. There was some misinformation out there and I think your blog helped to kind of get everybody on the same page, get all our ducks in a row and make sure all the information was accurate.”

It has been alleged that Mary Hobson, project manager for the Dolores Park renovation, had been discussing closing the park “entirely,” for the past year.  However, after Uptown Almanac broke the news that Dolores Park would be closed for 17 months and the public responded harshly, Phil Ginsberg, director of Rec. & Park, told Hobson to “change the story.”

When asked to comment on the allegations, Elton Pon responded: “I really don’t think that is likely, I spoke to Mary, and she didn’t… she said she has not even spoken directly to Phil about this project.”

Of course, Pon’s comments to Uptown Almanac are dramatically different than the story delivered to the Examiner.


Editor’s Note: Uptown Almanac has filed requests through the Sunshine Ordinance with Recreation & Parks to review the proposal, financials, and communication between the city and Davis & Associates.  Those requests have not been fulfilled at this time.
